Works Delivery Manager

Your Responsibilities
Plan, manage and deliver structures works and examination works across rail infrastructure assets in accordance with Network Rail standards and project requirements.
Coordinate examiners, supervisors, operatives and subcontractors to ensure structures works and examinations are carried out safely, efficiently and to the required standard.
Develop and maintain programmes for structures examinations and associated works, ensuring reports, actions and follow-on works are completed within agreed timescales.
Liaise with project delivery teams, including engineering, health and safety, and commercial functions, to support the successful delivery of structures works and examinations.
Ensure remits for structures works and examination activities are scoped correctly and that labour, plant and resources are used effectively.
Monitor progress of structures works and examinations, report on performance, and help resolve access, resource and programme constraints.
Maintain working knowledge of Network Rail systems, including the previous CARRS examination system and the current ALARM system, to support delivery and reporting.
Produce Task Briefings, Work Package Plans and all associated paperwork required for the safe delivery of structures works and examination works.
Maintain client systems and databases, including Monitor, ensuring all structures works and examination activities are regularly updated to reflect current progress.
Liaise with third parties to obtain consents required for structures works and examination works, including Natural England, the Environment Agency, Local Authorities, British Waterways, Transport for London and landowners.
Review completed structures works and examination works with site supervisors to ensure works are completed satisfactorily and that all project documentation is correct and ready for completion pack submission and final account close out.
Undertake site visits with contractors and subcontractors where required in support of structures works and examinations.
Identify training requirements and development opportunities for allocated CML personnel involved in structures works and examination activities.
Carry out any other duties reasonably required in support of the safe and effective delivery of structures works and examination works.
Person Specification
The essential requirements of the role are:
Experience in delivering structures works and examinations within the rail industry.
Good working knowledge of Network Rail standards, procedures and examination requirements.
Familiarity with CARRS, ALARM and Monitor systems.
Understanding of planning and delivering Work Package Plans, Task Briefings, safe systems of work and completion packs.
Experience of coordinating STE4 examiners, subcontractors and site delivery teams.
PTS, SMSTS, Knowledge of CDM regulations, health and safety legislation, and safe delivery within a rail environment.
Strong organisational, programme management and reporting skills.
Ability to liaise with clients, third parties, landowners and statutory bodies to secure consents and manage delivery constraints.
Full UK driving licence.
HNC/HND in Civil Engineering, Structural Engineering, Construction Management, or a related discipline would be desirable
